On July 21, the head of the Shandong Provincial Road Traffic Safety Comprehensive Management Committee said at the press conference on the elimination of yellow-label vehicles that before the end of this year, 40% of the total number of existing yellow-label vehicles would be eliminated in Shandong, with a total of 444,301 vehicles. The remaining yellow-label cars will be completely eliminated in 2015.
The yellow label car is a big polluter in motor vehicles. Statistics show that as of July 1, 2014, there were 1.11 million yellow-label vehicles in Shandong Province, accounting for about 10% of the total number of vehicles, ranking third in the country.
The person in charge said that there are six main measures for eliminating yellow-label vehicles in Shandong Province. For example, since January 1, 2016, all yellow-label vehicles in the province have been banned. The strict investigation of traffic violations without standard vehicles is strictly enforced. For the yellow-label car illegally entering the restricted area, all shall be punished according to the "motor vehicle illegal ban indication sign", and the driver shall be given a fine of 200 yuan according to the relevant regulations, and 3 points shall be processed.
At the same time, relying on the intelligent traffic safety system, the off-site law enforcement efforts against yellow-label vehicles and non-standard vehicles will be intensified. Relying on the traffic access card and monitoring equipment of the urban area, the illegal yellow-labeled car and the non-standard car were captured and taken for evidence, and one was found to be inspected.
In addition, in order to encourage the masses to phase out the yellow standard vehicles in advance, Shandong Province will subsidize the yellow label vehicles in advance, and the yellow label vehicles registered in Shandong Province and with the mandatory retirement date after December 31, 2015 will be voluntarily eliminated in advance and submitted for application. If the relevant conditions are met and approved, the corresponding subsidies will be given, excluding tricycles, motorcycles and low-speed trucks. The implementation of this subsidy policy has been implemented since October 1, 2013. As of December 31, 2015, no subsidies will be made thereafter.
