The new approach stipulates that automobile brand distributors must set store names, logos, trademarks, etc. that are authorized by automobile suppliers at prominent locations in their business premises, and must not engage in the operation of non-authorized brand automobiles in any form; automobile brand distributors should be operating The venue expressly indicates to the consumer the automobile quality assurance and after-sales service contents, and provides the corresponding after-sales service and accepts consumer supervision according to the agreement and service specification of the automobile supplier's authorized operation contract.

The new approach also stipulates that automobile suppliers should sign licensing contracts with car brand dealers. It is reported that at present, at least 30% of small-scale car dealers on the market are not authorized by the manufacturers. If the implementation measures are formally introduced, many car dealers in the city will face painful choices, either becoming brand authorized dealers or closing down. The threshold of the former is quite high, and a 4S shop authorized by a brand must be at least 20 million yuan. In addition, millions of dollars of circulating funds must be collected from the manufacturer. For many small and medium-sized dealers, closing may be unavoidable.

The new measures will come into effect on April 1, 2005 and will apply to passenger cars from the date of implementation. From December 1, 2006, it applies to all cars except for exclusive vehicles.
