If the owner fails to complete the deregistration formalities within the overdue period, the public security department shall not handle the motor vehicle-related business of its owner; In the case of motor vehicles with registration cancellation procedures, the public security department announces that its registration certificate, number plate, and driving permit are invalidated, and the cancellation of the cancellation procedure is still required when the announcement expires.

Strictly increase the management of vehicles, increase the access threshold for motor vehicles, and increase the “hard-to-rule” regulations for the use of national IV standards for more than three years when they are transferred to vehicles to implement State IV standards. Starting from January 1, 2014, the newly registered vehicles will implement the National IV standard to prevent high-contamination and high-emission vehicles from entering the provincial capital.

By the end of 2015, all yellow label vehicles registered before the end of 2005 will be phased out; by the end of 2017, all yellow label vehicles will be phased out.

Since 2013, the city's party and government agencies at all levels and full-funded institutions will no longer increase the number of general public-use vehicles and strictly control the examination and approval of vehicles used for law enforcement.
