As early as last September, the "Notice on the promotion of energy-saving and environmentally friendly vehicles under 1.6L and below" (hereinafter referred to as the "Notice") has been introduced. However, in the past year, this policy has not been able to land because there is no model catalogue.
In this regard, relevant responsible persons from industry associations said that the catalogue of energy-saving and environmentally friendly vehicles has been completed in July, and there are many self-owned brand models, which will be good news for the development of independent brands.
At present, the domestic market share of self-owned brand passenger vehicles has declined for 11 consecutive months. The recovery of energy-saving subsidy policy is likely to boost the development of self-owned brand vehicles, and thus become an important opportunity for independent brands to turn around.
The subsidy amount is still 3,000 yuan. On September 30, 2013, the "Notice" was officially promulgated. It was pointed out that from October 1, 2013 to December 31, 2015, China implemented the 1.6L and below energy conservation and environmental protection vehicle promotion subsidy policy. Consumers who purchase such models will be given a one-time grant of 3,000 yuan. However, after the announcement of this policy, the catalogue of energy-saving and environmentally-friendly vehicles has not been released, and this policy has not been able to land.
A few days ago, the relevant auto companies revealed that "this subsidy is likely to resume at the end of this month, the subsidy amount is still 3,000 yuan", and should be officially announced at the end of August or early September.
As early as four years ago, the subsidy policy for automobile energy-saving and welfare people began to be launched. Over the years, the fuel consumption standards for subsidized vehicles have been continuously improved.
At the end of May 2010, the Ministry of Finance, the National Development and Reform Commission, and the Ministry of Industry and Information Technology jointly issued the “Implementation Rules for the Promotion of Energy-Saving Products for the People” (Energy-Saving Vehicles for 1.6L and Below) (hereinafter referred to as the “Rules”) "Details" pointed out that models with displacements below 1.6L will enjoy energy-saving subsidies, but the first condition is that the fuel consumption per 100 kilometers is less than 6.9L.
In October 2011, the auto energy subsidy policy continued, the subsidy model standard increased, and the fuel consumption per 100 kilometers was reduced from the previous 6.9L to 6.3L. In May 2012, the state decided to arrange another financial subsidy of 6 billion yuan to support the promotion of energy-saving vehicles with a displacement of 1.6L and below. "As of the end of September last year, the 6 billion yuan of financial funds have been used up, so this subsidy policy was officially suspended on September 30 last year," said a responsible person of the independent brand marketing department.
On the day of the suspension of this round of subsidies, the Notice was officially announced, and the fuel consumption standard was lowered from 6.3L to a maximum limit of 5.9L.
Although there have been comments before, because the fuel consumption of self-owned brand cars is relatively high, there are very few models that can enjoy subsidies, but the person in charge of the above-mentioned association said: "In the catalogue of energy-saving subsidies, there will still be many self-owned brand models, which are for independent brands. Development will be a good news."
Self-owned brands aim at 5.9L layout new car Faced with the opportunities brought by the energy-saving subsidy policy, many independent brand car companies have begun to lay out this market.
Recently, Dongfeng Fengshen A30 officially went offline. Li Chunrong, general manager of Dongfeng Passenger Vehicle, told the reporter: "The fuel consumption of this car can be as low as 5.9L per 100 kilometers, which can fully meet the latest energy-saving and environmental protection vehicle subsidy standard in China." Sales of class models will be a positive.
At the same time, Chery, Geely and other independent brand car companies are also accelerating the creation of models that can enter the energy-saving and environmentally friendly car catalog. Recently, Geely New Emgrand EC7 was officially listed. According to the official data released by Geely, the quality of this car is 1255Kg~1321Kg, and the fuel consumption per 100 kilometers is 5.7L~5.9L. According to the "Notice", the whole vehicle has a quality of more than 1205Kg. Vehicles with two rows and below seats, and vehicles with a fuel consumption of 5.9L or less per 100 kilometers, will enjoy the energy saving subsidy of 3,000 yuan.
At the same time, Chery, which has been the mainstay of sales for SUVs this year, will be officially launched in the second half of this year. According to the information disclosed by the current media, the car will be equipped with a 1.5L engine, and the fuel consumption per 100 kilometers is likely to be 5.9L.
Great Wall Motors, which has always focused on the SUV field, is no exception. A source close to Great Wall Motor revealed: "The company is also preparing for this policy."
In order to reduce fuel consumption standards, many companies also use energy-saving and emission reduction technologies such as turbocharging. Previously, Zhang Yumin, chairman of Brilliance Automotive, said: "To save fuel and reduce emissions, we must use turbocharging technology and direct injection technology in the cylinder. If the two are combined, it will be even more powerful."
Cui Dongshu, deputy secretary general of the National Passenger Car Association, said: "With the release of this policy, more independent brands will launch qualified models, which is likely to ease the current market pressure of independent brands."
In recent years, the market share of China's own brands has continued to decline, and cars are more obvious.
According to data from the China Association of Automobile Manufacturers, as of July this year, the market share of independent brands has declined for 11 consecutive months. In July, the market share of independent passenger vehicles fell by 0.6 percentage points to 34.6%, and it fell by 3.1 percentage points in the first seven months of this year.
In July this year, the market share of self-owned brand cars fell by 5.6 percentage points to 17.7%, and by 5.4 percentage points from January to July, the decline was significantly higher than that of self-owned brand passenger cars.
However, the joint venture brand also saw this policy positive, and released a series of models. In the Fit listed in July this year, some models will enjoy energy conservation and environmental protection subsidies.
A GAC Toyota dealer said: "Although most of our models do not meet the energy conservation and environmental protection subsidy standards, after the policy is restored, in order to increase the competitiveness of the models, auto companies are likely to pay for their models."
