Xie Xuren said that this year will further implement the fiscal and taxation policies and measures to support the development of small and micro enterprises, promote the pilot work of the business tax for the levy of value-added tax, and improve the structural tax reduction policy.

Minister Xie Xuren emphasized that in 2012, some new financial measures will be taken to continue supporting the development of small and micro enterprises.

The first is to promote the pilot work of the change of business tax to value-added tax and improve structural tax cuts.

The second is to further increase the size of special funds to support the development of small and micro enterprises, and support small and micro enterprises in advancing structural adjustment and technological progress.

The third is the establishment of a national SME development fund to guide local, venture capital investment enterprises and other social funds to increase support for small and micro enterprises.

The fourth is to further clean up all kinds of non-compliance charges involving enterprises, increase the intensity of inspections and supervision, and establish a rights protection mechanism for enterprise-related charges.

At the same time, it will continue to study policies and measures to support the standardization of healthy development in the financing guarantee industry, increase guidance to financial institutions, and do a good job of supporting the financing of small and micro enterprises.

For the hardware industry where small and micro enterprises are very concentrated, especially in the construction hardware industry, these measures are tantamount to a "strengthening the core" and give hope to companies in financial difficulties.

Ms. Shi Lanlan, executive vice president of the China Hardware Construction Association (CIBHS2012) and executive vice chairman of the China Hardware Products Association (CNBHS2012) recently stated: “The specific and clear expression of the decision-making level demonstrates the determination and confidence of the central government in supporting the development of small and micro enterprises. According to Deputy Director Shi, the architectural hardware is a major exporter of China's hardware products industry. The annual export volume ranks first among all kinds of hardware products. However, these architectural hardware companies specializing in export business are usually small in scale, and many are small and micro enterprises.

Last year, China’s export-oriented construction hardware industry was affected by the European economic crisis. The growth rate of exports fell sharply. At the same time, the cost of domestic raw materials and human resources rose rapidly, causing the capital chain of many small and micro enterprises in the construction hardware industry to break, and the development of enterprises was in trouble. Difficulty. This series of measures to support small and medium-sized enterprises in the country will help these construction hardware companies solve the most critical financial issues.
